ALL ROUNDSGAIN SURVEY · 2021–2025

413 examples were reported to the GAIN Survey between 2021 and 2025. Each circle is one example.

An example can be a data source, such as a census, survey, administrative data or data integration, or a tool, such as a strategy, guidance, toolkit, workshop or training.

A total of 117 examples were reported in 2025: 63 country-led and 54 institution-led. Filled circles are examples using the Recommendations; hollow ones are not using them or don't know. The number on top of each bar counts all examples, the number below those using the Recommendations.

STATELESS PERSONS · IROSS · 2023–2025

14 examples applied IROSS alone, all reported after IROSS was adopted in 2023.

In the Philippines, the statistics authority used IROSS to bring people at risk of statelessness into civil registration, including undocumented Filipinos in Sabah. A 2026 EGRISS case study tells the story.

BEHIND EACH EXAMPLE

Each example is statistical work by a national statistical system or an institution. In the Philippines, the statistics authority applied IROSS in a birth registration project, reported to GAIN in 2024.

LATEST ROUNDOVERALL TRENDS · 2025 · IRRS, IRIS AND IROSS

IRIS-only examples surpassed IRRS-only examples for the first time since 2022, with 34 and 27 examples respectively, driven by a rise in institution-led IRIS implementation.

LATEST ROUNDEach chart first shows the newest results, GAIN 2025, then opens up to ALL ROUNDSsince 2021. Examples from other rounds, or outside a chart, stay in the background as faint circles. The 91 examples using the Recommendations in 2025 form the ring: IRIS 34, IRRS 27, mixed use 24, undetermined 4 and IROSS 2.

Each mixed-use circle is split into the Recommendations it combines. All three Recommendations combined was the most common mix (11), followed by IRRS and IRIS (10) and IRRS and IROSS (3). No IRIS and IROSS examples were reported in 2025.

The inner ring splits them by example lead: 51 country-led and 40 institution-led.

LATEST ROUNDOVERALL TRENDS · 2025 · DATA SOURCES AND TOOLS

Surveys remained the most common data source for country-led examples.

Data sources are a multiple-choice question: an example can report more than one. From here an example appears once for each answer, and examples that appear more than once are ringed in white. The 63 country-led examples of 2025 reported 94 data sources: surveys 32, administrative data 30.

ALL ROUNDSOVERALL TRENDS · 2024–2025 · DATA SOURCES AND TOOLS

Across both rounds that asked about data sources, surveys and administrative data stay well ahead.

160 country-led examples reported 249 data sources in 2024 and 2025: surveys 84, administrative data 75, census 36 and Tools and Other 26. GAIN first asked about data sources in 2024.

LATEST ROUNDIMPLEMENTATION · 2025 · CHALLENGES

While most examples did not report challenges, resource constraints were the top challenge among those that did (25), jumping ahead of any other challenge compared with 2024.

Challenges are also multiple-choice. 48 examples reported 120 challenges between them, so an example that reported three challenges appears three times, ringed in white. Identification of populations follows with 15.

ALL ROUNDSIMPLEMENTATION · 2024–2025 · CHALLENGES

Resource constraints and identification of populations are the most reported challenges across both rounds.

84 examples reported 206 challenges in 2024 and 2025: resource constraints 40, identification of populations 32, then safety concerns and political issues with 27 each.
